Smooth pavement can reduce vehicle operating costs and is valued highly by both travelers and shippers. Because all states must report International Roughness Index data for their National Highway System roads, pavement smoothness is also an important performance measure for the State DOTs. This report identifies states that have achieved exemplary performance in achieving smooth pavements and documents their best practices.
