The 2016-2017 Edition of the FERC Manual retains the essential structure andcontent of earlier editions, updated to take into account developments in a varietyof areas and expanded to include subjects that previously were not included.
The new subjects reflect recent Federal Energy Regulatory Commission ("FERC")orders and rules and related court decisions that reflect changes occasionedby substantially increased supply and declining prices of natural gas, as well aschallenges to its potential as a fuel of choice due to new environmental and safetyinitiatives. As natural gas has become an increasingly prominent fuel for electricgeneration, FERC has concluded its multi-year investigation into coordinationof the gas and electric industries and made significant but not radical policychoices. - implementing policies to require posting by pipelines of offers to purchasereleased capacity; and
- withstanding a motion to dismiss, enforcement efforts that sought to applypenalties to individuals.
